About the Dallas County Promise The Dallas County Promise is a transformative partnership designed to increase college completion and strengthen the regional workforce pipeline. It connects K–12 school districts, Dallas College, university partners, employers, and community-based organizations to ensure students move seamlessly from middle school through college and into living-wage careers.

Position Overview The Data Manager plays a vital role in managing and securing data across K–12 school districts, Dallas College systems, and external partners. This position ensures accurate, timely, and secure data flow to support every student’s journey from high school to a sustainable career. The Data Manager will work deeply within Dallas College’s data infrastructure, managing data pipelines that support:

  • High school student rosters and outreach campaigns
  • Dual credit and college pathway programs
  • Student success tracking (enrollment, GPA, retention, transfer, and completion)
  • Data-informed wraparound support services

Key Responsibilities

Data Movement & Integration

  • Manage secure and systematic transfer of high school roster data into Dallas College systems.
  • Build and maintain ETL processes (extract, transform, load) to ensure data accuracy and timeliness.
  • Oversee data sharing across partners, ensuring consistent metrics for enrollment, retention, and completion.

Data Cleaning & Management

  • Clean, validate, and standardize data from multiple education systems.
  • Maintain rigorous data quality standards for analytics and compliance.
  • Document all data flows, definitions, and transformations.

Data Security & Governance

  • Ensure compliance with FERPA, the Texas Education Code, and institutional data governance policies.
  • Monitor and audit data sharing agreements to safeguard student privacy.

Analytics Support & Systems Learning

  • Develop expertise in Dallas College’s data models and reporting systems.
  • Support leadership teams with data extracts, dashboards, and insights that drive decision-making.

Required Skills & Qualifications

  • 3+ years of experience managing data systems, integrations, or analytics pipelines (education preferred).
  • Strong SQL Server expertise (T-SQL, stored procedures, database security).
  • Knowledge of K–12 and higher education data structures in Texas (TEA and THECB).
  • Experience developing and maintaining ETL workflows across multiple systems.
  • Understanding of FERPA and data privacy standards.
  • Excellent analytical, documentation, and communication skills.

Preferred Skills

  • Experience with SSIS, SSRS, Power BI, or other visualization platforms.
  • Familiarity with predictive analytics and retention modeling.
  • Prior work with Texas ISDs, PEIMS data, or higher education ERP systems.
